Some scientists suggest that it might be possible to reflect a portion of incoming sunlight back into space to reduce climate change and its impacts. Others argue that such solar radiation management (SRM) geoengineering is inherently incompatible with democracy. In this article, we reject this incompatibility argument. First, we counterargue that technologies such as SRM lack innate political characteristics and predetermined social effects, and that democracy need not be deliberative to serve as a standard for governance. We then rebut each (...) of the argument’s core claims, countering that (1) democratic institutions are sufficiently resilient to manage SRM, (2) opting out of governance decisions is not a fundamental democratic right, (3) SRM may not require an undue degree of technocracy, and (4) its implementation may not concentrate power and promote authoritarianism. The incident in May-June 2007 involving a U.S. citizen traveling internationally while infected with drug-resistant tuberculosis involved the U.S. federal government's application of its quarantine and isolation powers. The incident and the isolation order raised numerous important issues for public health governance, law, and ethics. This article explores many of these issues by examining how the exercise of quarantine powers provides a powerful lens through which to understand how societies respond to and attempt to govern threats posed by dangerous, contagious (...) pathogens. The article considers historical aspects of governmental power to quarantine and isolate individuals and groups; analyzes the current state of quarantine and isolation law in the United States in light of the recent incident with drug-resistant tuberculosis; and explores global aspects of public health governance and law highlighted by this incident. Psychologists have often been criticized for their reluctance to engage with history, so it is interesting to find that historical accounts play an important role in the recovered memory/false memory syndrome debate. Using techniques of rhetorical and discursive analysis, we examined accounts of the historical origins of repression and of battlefield trauma in popular texts. The flexible and selective nature of these accounts was highlighted, and was discussed in terms of the rhetorical practice of ontological gerrymandering. Also, the employment of (...) discursive practices similar to Gilbert and Mulkay's (1984) `empiricist' and `contingent' repertoires was noted. We also comment upon how different understandings of the nature of history (as linear, cyclical, or geographical) were rhetorically employed by participants, and suggest that historical contexts are constructed for rhetorical effect. For the dynamical hypothesis to be defended as a viable alternative to a computational perspective on natural cognition, the role of biological constraints needs to be considered. This task requires a detailed understanding of the structural organization and function of the dynamic nervous system, as well as a theoretical approach that grounds cognitive activity within the constraints of organism and ecological context.

We develop a logical modelling approach to describe evolvable computational systems. In this account, evolvable systems are built hierarchically from components where each component may have an associated supervisory process. The supervisor's purpose is to monitor and possibly change its associated component. Evolutionary change may be determined purely internally from observations made by the supervisor or may be in response to external change. Supervisory processes may be present at any level in the component hierarchy allowing us to use evolutionary behaviour (...) as an integral part of system design. We model such systems in a revision-based first-order logical framework in which supervisors are modelled as theories which are at a logical meta-level to the theories of their components. This enables evolutionary change of the component to be induced by revision-based changes of the supervisor at the meta-level. In this way, the intervention required in evolutionary change is modelled purely logically. The hierarchical component-based structure is fairly intricate so we present the basic ideas firstly in a simple setting, the well-known blocks world, before introducing tree-based structures to represent component hierarchies. We also introduce some techniques for establishing the behaviour of evolvable systems specified in this logical framework. The ideas and concepts are driven by example throughout. We conclude with a more substantial example, that of a simple model of an evolvable system of automated bank teller machines. (shrink)

Drawing on 171 in-depth interviews with physicists at universities in the United States and the UK, this study examines the narratives of 48 physicists to explain the concept of ethical ambiguity: the border where legitimate and illegitimate conduct is blurred. Researchers generally assume that scientists agree on what constitutes both egregious and more routine forms of misconduct in science. The results of this study show that scientists perceive many scenarios as ethically gray, rather than black and white. Three orientations to (...) ethical ambiguity are considered—altruism, inconsequential outcomes, and preserving the status quo—that allow possibly questionable behavior to persist unchallenged. Each discursive strategy is rationalized as promoting the collective interest of science rather than addressing what is ethically correct or incorrect. The results of this study suggest that ethics training in science should focus not only on fabrication, falsification, and plagiarism and more routine forms of misconduct, but also on strategies for resolving ethically ambiguous scenarios where appropriate action may not be clear. Traditionally, philosophers have ascribed moral agency almost exclusively to humans. Early writing about moral agency can be traced to Aristotle and Aquinas. In addition to human moral agents, Aristotle discussed the possibility of moral agency of the Greek gods and Aquinas discussed the possibility of moral agency of angels. In the case of angels, a difficulty in ascribing moral agency was that it was suspected that angels did not have enough independence from God to ascribe to the angels genuine moral (...) choices. Recently, new candidates have been suggested for non‐human moral agency. Floridi and Sanders suggest that artificially intelligence programs that meet certain criteria may attain the status of moral agents; they suggest a redefinition of moral agency to clarify the relationship between artificial and human agents. Other philosophers, as well as scholars in Science and Technology Studies, are studying the possibility that artifacts that are not designed to mimic human intelligence still embody a kind of moral agency. For example, there has been a lively discussion about the moral intent and the consequential effects of speed bumps. The connections and distributed intelligence of a network is another candidate being considered for moral agency. These philosophical arguments may have practical consequences for software developers, and for the people affected by computing. ‘‘Undone science’’ refers to areas of research that are left unfunded, incomplete, or generally ignored but that social movements or civil society organizations often identify as worthy of more research. This study mobilizes four recent studies to further elaborate the concept of undone science as it relates to the political construction of research agendas. Using these cases, we develop the argument that undone science is part of a broader politics of knowledge, wherein multiple and competing groups struggle over the construction (...) and implementation of alternative research agendas. Overall, the study demonstrates the analytic potential of the concept of undone science to deepen understanding of the systematic nonproduction of knowledge in the institutional matrix of state, industry, and social movements that is characteristic of recent calls for a ‘‘new political sociology of science.’’. Spermatogenesis is an elaborate process involving both cell division and differentiation, and cell‐cell interactions. Defects in any of these processes can result in infertility, and in some cases these can be genetic in cause. Mapping experiments have defined at least three regions of the human Y chromosome that are required for normal spermatogenesis. Two of these contain the genes encoding the RNA binding proteins RBM and DAZ, suggesting that the control of RNA metabolism is likely to be an important control (...) point for human spermatogenesis. A similar analysis in mice has shown that at least two regions of the mouse Y chromosome are essential for spermatogenesis. Both genetic and reverse genetic approaches have been used to identify mouse autosomal genes required for spermatogenesis. These studies have shown that genes in a number of different pathways are essential for normal spermatogenesis, and also provide putative models of human infertility. (shrink)

Cognitive behaviour therapy is the leading psychological treatment for many psychiatric conditions, including anxiety, depression, obsessional disorders, and sexual dysfunction. In this paper we propose that the term skill acquisition, as commonly used in traditional psychology, and the philosophy, education, movement science and performance development literatures, has been biased by an organismic asymmetry. In cognitive and experimental psychology, for example, it refers to the establishment of an internal state or representation of an act which is believed to be acquired as a result of learning and task experience. Here we elucidate an ecological perspective which suggests that the term skill acquisition (...) may not refer to an entity but rather to the emergence of an adaptive, functional relationship between an organism and its environment, thus avoiding an inherent organismic asymmetry in theorizing. In this respect, the terms 'skill adaptation' or 'skill attunement' might be more suitable to describe this process. (shrink)
